Holly Yonkovic of Ossian has been charged with three counts of child endangerment and one count of tampering with a witness following an investigation into an allegation of sexual abuse of her four minor children.
The Winneshiek County Sheriff's Department and the Calmar/Ossian Police Department initiated a joint investigation Aug. 1 into a report of an adult man in the household abusing the children.
After the investigation, a search warrant was executed at an Ossian residence for forensic evidence from a suspect.
That led to investigations by the Fayette County Sheriff's Department, the Department of Human Services and the U.S. Immigration and Customs office.
During the course of the investigation, the victims' father, Teodoro Candido, attempted to take custody of the children. According to a news release from the Winneshiek County Sheriff's Department, Candido was deported in 2012 for domestic abuse assault and had returned to the U.S. illegally. He was arrested Aug. 16 by U.S. Immigration and Customs officers for immigration violations.
Officials completed their investigation of Yonkovic Oct. 9. Child endangerment is a Class D felony and tampering with a witness is an aggravated misdemeanor. An investigation into the matter is ongoing.
Yonkovic is currently being held in the Fayette County jail on charges in a separate case. When she is released from that jail she will be transferred to the Winneshiek County Jail.
